The fastest savings are usually unowned resources and oversized commitments. Sustainable savings come from making unit cost visible in product decisions.
Build the feedback loop
Tag ownership at provisioning time, publish weekly deltas, and investigate anomalies with the people who changed the system.

Turn cost data into an engineering signal
Cost reviews fail when they are treated as a monthly procurement exercise. Put ownership and allocation into the provisioning path, then show teams the cost of a meaningful unit of work: an order, an active customer, a successful build, or a processed gigabyte. The number will not be perfect on day one; it only needs to be consistent enough to expose a material change.
Start with waste that has an unambiguous owner: unattached storage, idle load balancers, orphaned snapshots, and instances that never scale down. Then tackle architecture. Right-size from observed utilization rather than a dashboard glance, decide which workloads tolerate interruption, and schedule non-production environments. Savings plans and reservations are valuable only after the baseline is understood.
Weekly FinOps habit
Review the five largest deltas with the teams who made the changes. Ask what customer outcome changed, whether the increase is intentional, and what signal should alert earlier next time. This makes cost accountability collaborative rather than punitive.
